> countries of the Arab region reminds us of the Crusades, and the era 
> of imperialism. At that time, the imperialist armies killed innocent 
> people, humiliated them, created disaster in Asia and Africa and 
> looted the resources. Jihad and lawful resistance movements emerged in 
> that era and triumphed over the invaders. Likewise, any attempt of

> tension, thereby preventing them from developing their countries. 
> Their intentions also include safeguarding Israel, ensuring its

> The Muslim governments and people must realize the unexpected danger, 
> which threatens them, and they must prepare themselves materially and 
> psychologically to face it. We, the signatories of this statement, in 
> view of this barbaric aggression, make this appeal with our utmost 
> sincerity and love for Ummah to:
> A.                                                                     

 The
> Governments:
> The dangers of the American interference not only threaten the 
> independence of the political will of the Arab countries but also 
> their existence and push the region into a state of chaos that will 
> lead to foreign forces to interfering and crushing the unity of the 
> Muslim Ummah and its ability to resist. The extremist policy of the 
> American administration is aimed at breaking up the unity of the 
> region and widening the gap of disagreement between the people and 
> their rulers, by pressurizing some governments to change their 
> curriculum, close the religious institutions and tighten the grip on 
> the Islamic charity associations and organizations and adopt the 
> secular model which contradicts with the moral values of our people. 
> This will lead to clashes between the Muslim masses and their 
> governments. To avoid this danger, we put before all Arab and Muslim 
> governments the following suggestions because these threats are, 
> without any doubt or exaggeration, a real danger: 

1. We ask all Muslim 
> and Arab governments to implement the Shar'iah and establish 
> reconciliation with their people. This will create the spirit of 
> confidence among them and inculcate the basic principle of mutual 
> consultation and respect other opinions and it will deepen their 
> affiliation to the country and its people and remove the deficiencies 
> and differences, because the American foreign threat never get its way 
> but through these gaps or through those selected puppets who follow 
> American policy and implement its objectives. It is the time that the 
> nations of the region see a real policy of their governments in which 
> the interests of the Muslim Ummah and their countries are above all 
> other considerations. The security of these governments cannot be 
> attained by following in the footsteps of an alien power and agreeing 
> to its demands. But the only way, after trust in Allah, is to 
> re-conciliate with their people and fulfill their aspirations to 
> achieve unity and harmony amongst the Muslim Ummah by implementing the 
> teaching of the holy Qur'an: "Verily, Allah will not change the (good) 
> condition of a people as long as they do not change their state (of 
> goodness) themselves".

 2. We also ask Arab and Muslim countries to 
> reject strongly the unjust American interference under any cover 
> whatever it may be, through a united and firm stand. They should also 
> not allow the American administration to benefit from our differences 
> and disputes. It is very clear that a strike against Iraq is the first 
> step in a series of attacks on many Muslim countries in general and on 
> the countries of the region in particular or it will be new type of a 
> total colonization that will ruin their cultural, military and 
> economic interests and development plans. Supporting American 
> aggression and fulfilling its demands or standing neutral towards its 
> aggression will only lead to more demands and conditions from it to 
> oppress these countries. We remind our leaders and governments of Prophet's (pbuh)
> Hadith:
> "Not a Muslim abandons his fellow Muslim in a situation where sanctity is
> abused and dignity is decreased but surely Allah will leave him in a similar
> situation he would like to be helped. And when a Muslim assists a fellow
> Muslim in a place where his dignity is ruined and his sanctity is abused
> Allah will surely come to his help in a situation he would like to be
>  helped".

> 3. We appeal to the governments to put aside their differences, conflicts
> and contradictions, which their enemies wish to plant among the countries of
> the region and their people. All of them must work towards attaining
> self-confidence, establishing institutions, finding out the different
> sources of income, developing social and economic relations among them and
> thinking over the requirements of construction, development and trying to
> develop individuals and strong and cohesive societies.

> 4. We also appeal to the governments to work towards establishing serious
> common relations with other powers of the world excluding the USA, to keep
> the region away from American domination. There are opportunities to
> strengthen the political and economic cooperation with the countries of East
> Asia and few European countries. This will help us achieve our interests in
> a better way.

> II. The People:
> The people, in spite of their passiveness, weakness and division, cannot be
> excused. They are in some way responsible for their miseries and what is
> going on around them, though, by the grace of Allah, we do witness some kind
> of revival and awakening. But a lot of things are expected from them. The
> most important ones are:

> 1. They should return sincerely to Allah, follow His commandments and seek
> His forgiveness from all individual and collective sins as Allah says:
> "When our torment reached them, why then did they not humble themselves."

> 2. To have firm faith that Allah will surely help His true believes. Allah
> says: Verily, Our word has gone forth of old for Our slaves, the messengers
> that they would be made triumphant. And that Our hosts, they verily would be
> the victors.

> 3. They must unite, discard their differences, work for the interests of
> Ummah, and protect the unity of the country, which safeguards the sanctity
> and provides peace and where the Shar'iah is implemented and Muslim
> interests are saved. Unity and cooperation are blessings and conflict and
> separation are a curse. Allah says:
> "And do not dispute (with one other) lest you lose courage and your strength
> departs, and be patient. Surely, Allah is with those who are the patient".
> It is a fact that the division of Ummah into many sects and groups
> facilitates the enemy to use one group against other.

> 4. It is hoped that the Muslim youth will be sincere in their life and
> always prefer the interests of Muslim Ummah, protect the peace and unity of
> the country and keep themselves away from any violence. Our enemies are just
> waiting for any such opportunity in our ranks. So, we must be careful. But
> our stress on avoiding violence does not deny the right of Muslim people to
> fight against their enemies.

> III. Muslim Ulema, Du'at and Scholars:
> In fact, the ulema, du'at and scholars are those people who guide the Muslim
> Ummah during the crisis and show them the truth. Their absence from events
> means the absence of the truth they have with them and the absence of wisdom
> and reason. Their duty towards this crisis is the following:

> 1. To preach among the Muslim Ummah the concept of moderation, mediation and
> forbearance based on a true understanding of the message of Islam, to teach
> them about undisputed principles and areas of differences so that one group
> does not do injustice to the other.

> 2. To perform their Islamic duty of guiding the Muslim Ummah about their
> religion and informing them about the conspiracies being hatched against
> them as well as to carry out the duty of true admonishment and defend the
> Muslim cause.

> 3. To give Islamic solutions to the new problems and issues being faced by
> the Muslim Ummah in the light of the Shar'iah.
> IV. Supporters of the Justice and the Peace Lovers:
> We urge all peace loving individuals, organizations, institutions and human
> rights organizations and supporters of justice and truth all over the world
> to express their protest with all possible means of expression over the
> American government's policy, which leads the world to conflicts that are
> dangerous for world peace and harmony and reject this policy which is aimed
> at spreading destruction in the world. We appeal particularly to the
> supporters of justice, lovers of peace and opponents of war, whether they
> are individuals or organizations, in the US, to stand firmly against the
> extremist and terrorist groups of the far right and the supporters of
> Zionist terrorism inside the US administration.

> We pray to Allah to protect the Muslim Ummah, help them against their
> enemies and preserve their religion and sustain peace for them. Peace be
> upon the Prophet Muhammad and his companions.
