 Yes, indeed, sorry, I forgot to fix this before doing the snapshot
although I knew about this since quite some time (in fact, since long
enough to forget about it :-)

 But this is a different problem and one which I don't see. I've just
opened the composer, chose some random encoding in the language menu,
entered some 8bit chars and did "Compose|Preview" and everything looked
correctly, i.e. the header did have that encoding in Content-Type and the
characters were encoded.

 What happens for you?
