Since you mention Outlook Express, I guess you are in a Win32 system.
If so, download
http://prdownloads.sourceforge.net/mahogany/Mahogany-0.64a.exe
and
http://www.lpthe.jussieu.fr/~zeitlin/Mahogany/Win32/M-LATEST.zip
then install using the .exe and then replace M.exe from the .zip.

If you want to use a config file instead of the registry, start M
with a --config d:\dir\confg option.

I was able to convert most of my OE mailboxes using oe2mbx, but I
don't recall where I got it from.  Google has lots of references,
but most are for BSD or Linux, there appear to be some Win32 versions,
but I don't know which are usable.
