Does Mahogany fully implement RFC-1341?
Specifically, is my correspondent correct that
I should not see the resource fork "portion"
of a file listed separately?

Actually, the first is the resource fork portion of the file -- it's a
Macintosh thing. The fact that your e-mail client showed the two
attachments separately means that it doesn't implement RFC-1341
properly
