There was an embarrassing bug which prevented the folder settings from being used for the viewer (the global options were always used) so unless you were changing the global options you were probably hit by it. I did fix it earlier today so please report if you still see this problem. Independently of this and other bugs, I personally think that enabling the display of external HTML images is a bad idea so even though M provides an option to do it, I advise against using it.
