All, 

This was indeed a case of my window manager resource file being fouled
up.  Turns out that the properties dialog is a transient window (fvwm
terminology), and it defaults to not decorating  transient windows
with buttons and titlebars, etc.  So by telling fvwm to decorate my
transient windows, whallla!  I'm able to resize and see all the
wording for the options.

Sorry for the false alarm.

PS.  I think this might still be a candidate for adding a horizontal
sizer into the property dialog.
