Turns out that the properties dialog is a transient window (fvwm terminology), and it defaults to not decorating transient windows with buttons and titlebars, etc. So by telling fvwm to decorate my transient windows, whallla! I'm able to resize and see all the wording for the options. Sorry for the false alarm. Matt PS.
