This sounds pretty good.  I would reverse them, using
ctrl-alt-number to set the mark (since that will be done
less often and also the extra effort will aid memory).  So
far I haven't been able to think of something better, and I
am inclined to say 10 marks is plenty.

Here is the only alternative I have thought of.  It allows
more marks.  Let ctrl-m bring up a dialogue.  The drop down
list has a list of existing marks.  Any string can be
entered as a mark. <enter> means "jump to". Tab takes you
to a "set" button.

This alternative is slightly slower, but it allows more
marks, plus the marks can be as mnemonic as desired.

Of course having both available is also possible.

I am just musing here, not attempting persuasion.
