I did some digging there and found a few pages that might be useful:
http://www.w3.org/Addressing/URL/4_Recommentations.html says characters that could cause trouble on other systems should be encoded as hexadecimal values after a percent sign. http://www.w3.org/Addressing/URL/uri-spec.html goes beyond that to say that in general non-ASCII characters need to be escaped. A little lower they say that all 8-bit characters must be encoded to prevent unsafe responses on some systems. Based on that, it looks like the example URL does not follow W3C's rules for HTML.
