As far as I know there is no one currently working on a back propagation implementation. You are welcome to contribute in this area though. The wiki contains a list of algorithms that are either on the roadmap or already implemented (marked as todo, in progress or done respectively). You can also have a look our JIRA to see what we are currently working on.
