Looks good, Karl. I modified LICENSE some more, since it needs to
have all the licenses in it, appended. See http://www.apache.org/dev/release.html
I also added another notice to the NOTICES.
We probably could drop out the individual license files, but I don't
see any harm in keeping them, either.
I think we can put up a version for a vote. The most important thing
for this release is that we have our legal ducks in a row. It is very
important that people download and check out the release and give
feedback.
