Your best bet is to read the other messages around this time in the archive to see what's involved. Neural Nets are definitely of interest, as is Association Rules, although I did just see someone start a JIRA issue for assoc. rules in Mahout.

I'd also have a look through the archives for previous emails about GSOC and Mahout.
