[NOMINATION] Sean Owen as Mahout PMC Chair

I hereby nominate Sean Owen to be the Chair of the proposed Mahout PMC.

If we have a second and Sean accepts, then we can add him to the list of 
candidates for a vote on Friday, March 15th.
