"jira administrator" means, maintain James-JIRA -or- maintain Apache-JIRA?
If admin is restricted to James, my personal view is that this is eq to
svn write access and thus equally critical.
but I know few about JIRA administration features, so this may be an
uneducated opinion. ;-)
