that is a problem, and unless they come to you for consulting they are 
going to end up buying an internal modem which is a pain to setup in  
linux by a newbie

however the worst breed i have come across is the sm56 based winmodem. 
this one is an absolute no-no with linux unless you use some vintage 
kernel. even if you get that to work, the V.42 modes are very unreliable 
and causes frequent disconnects. if you force it to v.34 it will work ok 
but at a very reduced speed.

a pctel chipset based modem will work with linux and is less problematic 
with linux (well.......compared to sm56)

distros, certainly not, you dont need separate drivers for different 
distros. i dont see why debian and redhat cant use same drivers.

different versions ? look at the nvidia binary drivers !!! you can just 
install the driver for your working kernel, no need to have separate 
drivers for different versions.

these are hardly any excuses for not developing a linux driver for 
hardware !!
