thanks for the comment , I am using Fedora Core2 
(2.6.* k) i checked the
/etc/sysconfig/net*-scripts/ifcfg* files they all
contained the line 'peerdns =yes ' i added the line 
USEPEERDNS=yes in it also i added usepeerdns=yes in 
the wvdial.conf file still resolv.conf occupied 0
bytes
i noticed that the service named is required for 
DNS resolving 
                          anoop.
