Leave the virus menace (that might not be related and i am not 100% sure of
that), but the fact that an important e-governance portal can work only in
windows is rather disappointing.

I was once called up there to remove the antivirus XP 2010 from the PC which
they access MCA. http://www.2-spyware.com/remove-antivirus-xp-2010.html

This worm spreads through infected sites using browser security holes.
