I was wondering how our govt buys cars. ?

Will they say we need 50 Amabassador cars or will they say we need 50 cars
with 2000 CC engine, 4 wheels, one spair , seating capacity of 5, minimum
mileage of 12Km per hour etc and then invite a competitive bid ?
