Since returns are compiled and filed by non technical (?)  people ( CAs ,their 
interns & other financial consultants ) , from a use case perspective they 
might have chosen IE ( that means Windows is mandatory ) . 
 
Besides , There are only few software developers out there , who can write 
cross browser application. Those guys should be in the company which won the 
quote for the application makes things more complex.
 
I think ,  Anna Hazare can help here by including this item in his fight 
against corruption. 
 
Solution :-
       a )  Go to a Cyber Cafe or be-friend a friend to file returns
       b )  Use a Virtual machine with Windows inside your Linux or MAC OS X 
box.
       c )  Run IE through Wine !
       d )  Ask a consultant to file on your behalf.

is insisting to use IE for the accuracy in functionality for their web site.  
This will be a problem for people who are using OS other than windows.   

please think about some positive corrective measures to solve this issue.
