Hello all ,
I think it was waste of opportunity. Using FOSS software would have helped
the domestic software Industry for sure.
Here comes the million dollar question.
Does India have a vibrant OSS community who can support a state like Tamil Nadu
?
As far as I have seen , bulk of the OSS people are interested only in
Stallmanism
and most of them are not technical at all.

required under Jayalalithaa’s ambitious free laptop scheme and the
business of diplomacy becomes clear. The Microsoft deal of 3 lakh
licences was dubbed in the cable as ‘the most significant agreement
Vietnam has ever signed with a US business’."

You have to keep reminding your government that you don't get your
rights from them; you give them permission to rule, only so long as
they follow the rules: laws and constitution.
