The issue in comment #4 could be due to several things.

The /usr/lib/mailman/cgi-bin/create wrapper should be Mailman's group
and SETGID. Is this true? If so, the process runs as the web server user
with the Mailman group as it's effective group, and this process can't
do "/usr/sbin/postalias /etc/mailman/aliases". This could be a
permissions issue or a SELinux issue.

Can you run the command manually as the Mailman user?
