I agree with this, and think that a vast swath of customization needs 
could be met with CSS manipulations only, assuming the (x)html is decent.

CSSZenGarden.com is a good example of this.

To clarify the situation with Genshi a tiny bit, it does have the 
capability to deal with less-than-flawless xml; which is good because 
you have to break certain rules sometimes to make browsers do the right 
thing.

What are the "core libraries" in this context?
