Except that I bumped the DATA_FILE_VERSION in Version.py to 23 so when
any old list (i.e. with a self.data_version < 23) is loaded, it should
have gotten the preferred_language attribute set to
mm_cfg.DEFAULT_SERVER_LANGUAGE.
