Actually, this was brought up on the Debian lists recently; the
particular encoding this Korean spam uses, ks_c_5601-1987, is *NOT* a
standard, and no Korean developer would ever use it. (They use euc-kr
instead.)
You can all pretty safely filter any messages with this Korean
windows-specific charset and 99.999% of the time, it'll be spam.
