If they are the same, I suggest eliminating one. I also suggest using the .png extension if it is a png file. Finally, both should be marked as binary, but that is a more general problem for which I will submit a separate bug. Perhaps you are on a system that does some cr/lf translation that mine doesn't? I'm on Linux. running cvs 1.11.2. Of course, if that was the problem, setting the mode to binary should fix it.
