"was" connotes that an action happened in the past and is over and done
with.  "has been" connotes that the action was started, but might not have
completed.

doesn't connote that to me..."has been" is clearly past tense, just as is "was".

doesn't connote that either to me. Neither "has been" nor "was" implies more or less purpose.

I don't see a lot of difference either way. And yes, it's certainly a nit.
