Is making the archive rsync'able a responsibility of the list administrator
Yes. It's a file. That level of control should be left to the OS and how you configure standard tools like rsync or ssync.
or... wouldn't it be better to build such support in Mailman (to allow people who are OC about getting the complete list to save time and avoid wasting gobs of bandwidth)?
Do you really want to include all the rsync code into mailman? I don't think so.
