The last time I needed to do this, it was possible just to copy the
contents of .../lists/[listname] to .../lists/[newlistname] -- config.db
and all. I haven't played with an installation that has config_list, but
making some basic assumptions, that seems workable, too. However you'll
need the associated templates and digest index file and so on, too.

And don't forget to copy the archives, if that applies. Users tend to
get annoyed by that, but only after enough time has passed to make it
harder to do right.
