Are lists the only agents that forward-with-changes?  (Obviously MTAs
forward, and they do in fact make changes to the headers, but those
changes are restricted to those mandated by RFCs.  And they don't
touch bodies, ever, AFAIK, with the exception of From-stuffing.)

What about the case of iterated lists (eg, internal aggregators used
by an organization)?
