Ashish, Aside from Abhilash's advice (to which +1), you should also look into the Syster's implementation (IIRC it lives in github/systers somewhere) of Mailman, which already implements a similar feature. You can ask (politely! you're a guest there) on systers-...@systers.org (you may need to subscribe) or on Freenode IRC #systers-dev or #systers-soc.
