Thank you for the report. See <https://bugs.launchpad.net/mailman/+bug/1734162> and <http://bazaar.launchpad.net/~mailman-coders/mailman/2.1/revision/1729>. I have fixed the code to not throw OSError if there is no .db file, but I don't attempt to change group and mode of .cdb or other non-.db table types.
