Hi Noor, Thanks for your interest on GNU Mailman project. There are already some discussions on how to better understand Mailman documentation structure, and how to write a good proposal. You may also look at the wiki page ( https://wiki.list.org/DEV/SeasonOfDocs2019) for some information.
Just feel free to post your proposal here, and you may use Google Docs for online collaboration.
