If you're willing to have it in public, I believe that as usual GSoC contributors will be required to have a public blog, and the selected proposals will be published as well (not so sure about that). You should start the blog immediately. That blog would be the place. If you want to keep it private, you can mail them to me. However, I'm going to be busy until the 16th (tax time in Japan), and make no promises about commenting until then. At that time, you can submit a draft proposal (strongly recommended, as Google's site is refactored from year to year and has crashed under load near the deadline in the past, though not recently), and edit it until the deadline.
