With content filtering turned on but nothing defined, Mailman will strip everything but the first MIME bodypart type, which may or may not be HTML. If you want to pass HTML messages, you will need to define to define some MIME bodypart types that you want to pass -- such as "text/html".
Note that this is in *addition* to un-checking the box that says "strip HTML".
