This would seem to indicate a SELinux or other security management type

SELinux is disabled

ls -ls /irafs0/mailman/lists/mailman/
4 -rw-rw---- 1 mailman mailman 3702 May 6 15:14 config.pck

ls -lsd /irafs0/mailman/lists/mailman/
4 drwxrwsr-x 2 root mailman 4096 May 6 15:14 /irafs0/mailman/lists/mailman/

[root@h1 ~]# chown mailman /irafs0/mailman/lists/mailman/config.pck

[root@h1 ~]# /usr/lib/mailman/bin/mailmanctl start
Site list is missing: mailman

This is very strange. The file exists, so it shouldn't be 'missing'.

It's probably something related to lustre. there is some file access or locking method that can cause the issue?
the filesystem is working well with other applications.
