As mentioned emergency moderation seems the best option. You DON'T get
the normal message about a message being held for moderation, but they
do show in the moderation queue where you can discard/reject/allow the
messages, and there is an option to just discard everything not
otherwise selected for processing.

You can add certain words from the subject to a filter, and set that
filter to hold/reject/or discard. A lot depends on how consistent the
subject lines of the topic are and if there are distinct words/phrases
that you can pattern match. One issue with this is people realize what
words are being filtered for, they may change the subject to avoid the
words. on the list I manage, I consider this grounds to be put on
individual moderation.
