Mailman 3 allows the "mailman members" command to select only regular
or only digest members.  Then it would be easy to add that tag.  I
expect that the equivalent Mailman 2 command is similar.  I don't know
about the nomail tag.  You might need some Python magic to extract
that from the Mailman 2 list.cfg pickle files.
