Assuming you did run the mailman shell command and the output was:
```List sans-facu...@mlm.sans.org Immed notify True```

What do you have in your MTA logs around the same time? Nothing?

That would imply that for this list, you have set "Default action to take
when a non-member posts to the list" to "Discard"
If you change that setting to "Hold for moderation", then you will receive
a notification.
