The current released version of Mailman core is 3.3.10 and it requires
Python >= 3.9.
If you are asking about upgrading Debian Mailman packages, that's a
question for Debian.
There is information on upgrading at

You can install Mailman in a virtualenv following the instructions at
https://docs.mailman3.org/en/latest/install/virtualenv.html. You can do
this and keep your existing database.
