Yes (allow open subscribes in mm_cfg.py) but you sure do not want to allow
this unless it's internal to your company.
I have gotten confirmation from MAPS (http://www.mail-abuse.org/) that they
will now accept blackhole requests from people who run lists on the internet
with no three way handshake.
