I just figured it out. I had to go into sendmail.cf and change
DaemonPortOptions=Port=snmp, Addr=0.0.0.0, Name=MTA.
By default this is set to Addr=127.0.0.1.

My initial guess is that your machine has very strict rules about relaying mail.
