You could always tell Mailman to not send a welcome message, then you can send whatever message you would like manually. Other than than you will have to edit some of the source code. Doing a grep for "Welcome" reveals that you may want to creatively edit the files ~mailman/Mailman/Deliverer.py ~mailman/templates/subscribeack.txt in the source code, and then re-compile and install.
