Resolved. I had the Include in the httpd.conf file in the wrong place. All is well with the Mailman now. Thank you all.

There is just no file there as /var/mailman/cgi-bin/admin is a script not a directory. Is this an error in the message? It doesn't actually store the lists under html (I don't think) - did you do ALL the configuration? There's aliasing going on in the httpd.conf file to point to the mailman stuff even though it's not physically located under the html folder. Check the RPM info for a step-by- step what to do.
