Aha!  This seems to be the problem.

There are a whole bunch of files in /var/spool/mailman/qfiles.  So
this is where the messages are getting stuck.

Running "qrunner" manually (as root) dumped all of the messages out of
the qfiles directory, and sent them on their merry way to the network.

This also seems to work when I run things as the "mailman" user.

I'm still not sure why mail gets stuck in qfiles, and waits for me to
give it a manual push, but I'm well on the way to fixing this.  I may
end up sending the RPM maintainer some fixes or patches.
