Are you using virtual hosts? You'll only see the lists on the host of
the url you're hitting. Other than that I don't know why the admin
and general overviews would show different lists since they use the
same algorithm to decide.

Yes, of course they do! No, you cannot easily downgrade, so I'd
suggest making backups first if you're concerned.
