The archives have some very good advice on setting up a Newsletter type
list for version 2.0.  In version 2.0 there are far fewer moderation
options.  The moderation bit is either in the Admin/General page or the
Admin/privacy page.  The bit turns on moderation for the entire list.

You can also set the reply-to for the list to go to an explicit address
(and not to the list).
