WHAT IS THE SETTING TO READ HTML CODE IN THE MAILING LIST MESSAGES (TO INSERT HEADER AND FOOTER IN HTML CODE) ????
Check the archives. There is no setting for this, because doing this correctly is a much, much harder problem to solve than you think it is.
