User A receives mail from some lists, but not from others User B ditto (but not the same lists necessarily).
Therefore there is nothing wrong with the user's address or ISP. The problem exists with hundreds of users, (but not all).

Any... And all. Including my own server!
I.e. all my lists are [EMAIL PROTECTED]
I am subscribed using [EMAIL PROTECTED] Even *I* receive mail from some of the lists and not from others!
The same scenario appears with users of just about any ISP
Therefore it is not a spam filtering issue :-(
