Users don't send e-mail to that address.

That doesn't seem like a good
solution for help concerning mailman. What if a person wants help
learning to subscribe?
Then they either send e-mail to the address which is specific to
the mailing list that they have a question about (e.g.,
listname-request, or whatever), or they use the information available
on the respective web page.
The site-wide mailing list is not a normal mailing list. It's
only purpose is to be used in managing the accounts of users whose
e-mail addresses are bouncing.
