Yes. That's called "approval". Set the list so that all subscriptions require approval (by the listowner), and you are done.
Using the Mailman web admin interface, go to the "Privacy Options" page. The second item on the page should have a description of "What steps are required for subscription?" There should be three radio buttons next to this description, marked "Confirm", "Require approval", and "Confirm and approve".
In this context, "Confirm" means that the system sends out an e-mail message to the specified user address and asks them to click on an URL, or send a reply message back to the system, so that it can confirm that they really did want to subscribe to the list. "Approval" means that the listowner has to approve the request. You probably want "Confirm and approve".
