That would make sense if it was a big mailing list, but there are only 8 people in it. I did find the limit configuration item and set it to 0. It was 20 before.
The recipient limit is for incoming email, not outgoing.
The reason I think it's looking at the "TO" field recipients is that this only happens when the mailing list is included along with other addresses originally.
That's correct. Mailman looks at the To and CC fields, adds them up and compares them to the recipient limit.
